Working with businesses to set priorities

In spring 2026, the BID conducted a survey of businesses both within its existing footprint and in the proposed expansion area. This survey was designed to provide arobust, credible and well-rounded understanding of business sentiment, needs and wants, in order to shape what the BID offers during its next term.

The survey was emailed to those eligible to vote in the forthcoming ballot for whom the BID holds an email address (see below) and the BID team visited businesses to conduct surveys face to face. A leaflet with a QR code link to the survey was also distributed across the BID and proposed expansion area to encourage participation.

Over 155 surveys were completed, representing around 19% of voting members.

Around 75% of respondents were in favour of the continuation and/or expansion of the BID, with around 13% undecided and only 5% against (the remaining 7% declined to answer the question).

Alongside detailed answers that will shape the BID’s plans for the next five years, this gave us a strong indication of a will among businesses both for the BID’s continuation AND its expansion.

During the consultation, we asked members and proposed members what they would like us to focus on in our fifth term:

Safety and security

74% put safety and security as top future priority; 53.1% said crime and antisocial behaviour are their biggest current challenge.

Support to improve trading conditions and reduce costs

43.8% cited cost pressures and 43.8% named footfall and spend as major issues; businesses want the BID to help reduce costs and drive demand.

Stronger promotion of Angel

46% prioritised marketing and promotion, with calls for more destination campaigns, events and support for the day and night-time economy.

Cleaner, better managed streets and spaces

40% selected cleaner, better maintained streets/ public realm as a key priority, linking this directly to customer experience and perceptions of safety.

We used this feedback to set the four priority areas that are laid out in our Business Plan.
